This puppy has an open fontanel.

An open fontanelle is a soft spot in a dog's skull, or a gap between the skull's growth plates. It's normal for puppies to have an open fontanelle, especially small breeds, but it usually closes by 9-12 weeks old. However, in some breeds like Chihuahuas, toy and teacups, the fontanelle may persist beyond 12 weeks old.
